Found in League Settings. They change who leaves each offseason and how strong the rest of the league stays.
Caps how many players each team can lose to the portal every offseason.
High caps let weaker programs lose half their depth, and the bottom of the league sinks within a few seasons. Low caps keep more teams competitive.
Tip: 5 to 10 keeps the league balanced. Go higher only if you want a few superteams.
How likely each player is to enter the portal. You set it separately for your team and the CPU.
It mostly changes how many 2★ and 3★ players move. Every cycle has a fairly fixed group of stars: about 0 to 5 five-stars and 50 to 200 four-stars, whatever the setting.
Tip: a high chance with a low cap makes good teams lose real talent while limiting the damage to small schools.
CPU teams are slow to sign transfers. The bigger the portal, the more players go unsigned, even some 4★s.
Unsigned players either disappear from the dynasty or come back as walk-ons the next offseason, so a huge portal drains talent from the whole league.
Tip: if good players keep vanishing, lower Max transfers before anything else.

Any player can have these. In Road to Glory you pick three, and each stays active only while its meter stays high.
